Background
COORDINARE has identified a need for a Learning Management System (LMS) to deliver a variety of training modules, including cultural competency, medication proficiency, virtual care and other essential topics.
The goal is to improve the efficiency and effectiveness of training programs while addressing challenges such as high hosting costs and user management capabilities.
As such, COORDINARE is seeking a supplier to provide an Online LMS to support the delivery of high-quality, interactive, and accessible learning experiences.
This EOI marks the first step in the procurement process and will be used to help gauge the interest of suppliers. The EOI responses will be assessed against the evaluation criteria, to assist COORDINARE with forming the procurement strategy.

A proposal - that broadly meets the scope outlined in section 4 of the EOI Guidelines and a quote including pricing model, one-time set up costs, recurring cost (such as subscription or licensing fee, maintenance and updates, hosting costs) and other additional costs (such as add-ons and integrations, support services, etc.).

Completed Appendix 1 - Supplier Assessment Questionnaire form. Please ensure your submission adequately outlines the LMS platform you propose, with associated upfront and ongoing costs.
Documents which are directly relevant to your response can be attached. File formats accepted: word, excel, pdf and jpg files. Submissions should be no longer than 5 pages.

Below are the collated responses to various questions we have received, to share with all interested parties.
LMS platform
We’re not limiting responses to Moodle. Any cloud‑hosted LMS that meets the requirements is fine. If your solution is not Moodle-based but can deliver the required capabilities, please feel free to submit a quote. We encourage suppliers to highlight how their platform meets or exceeds the specified needs.
Learning content
All core learning content will be provided by COORDINARE. We’re not expecting respondents to develop new content, but light adaptation (e.g. formatting, packaging into SCORM/xAPI, minor adjustments for usability) may be required depending on their platform. Anything beyond that would be out of scope unless clearly itemised as an optional service.
Users and access
Based on our current projections, we anticipate there will be approximately 1,000 to 2,000 users. This estimate is based on having three to four users across each of the general practices, aged care facilities, pharmacies, and similar organisations - amounting to around 400 organisations overall. However, we expect that individual user engagement will be quite low, with most users likely to complete only one or two courses per year at most.
Certification and CPD
The LMS will need to support certificates of completion as standard. We don’t have specific CPD accreditation requirements at this stage, but the ability to track completion hours and export audit‑ready reporting would be good.
Reporting and analytics
We’ll need both individual learner reporting and high‑level cohort reporting (e.g. practice‑level, organisation‑level). Different COORDINARE teams may need access to different dashboards, so role‑based permissions for reporting will be important.
Salesforce integration
This is desirable but not mandatory. The main use cases may be:
- syncing learner details (to reduce duplicate data entry)
- recording course completions
- potentially surfacing LMS activity in contact or account records
- payment processing via Salesforce is not required.
Commercial model
There are no plans to charge external learners at this stage. A payment gateway is not required.
Implementation and support
Go‑live timeframe: ideally within this financial year, but we’re flexible depending on the complexity of the proposed solution. We expect:
- support with initial configuration
- admin training for our internal team
- access to ongoing technical support (e.g. help desk or ticketing).
