Overview
COORDINARE receives funding from the Australian Government Department of Health and Aged Care to commission primary mental health services for people living with severe mental illness who are supported in primary care.
In 2025, COORDINARE reviewed severe and complex primary mental health services across South Eastern NSW to better understand what was working well and where additional support was needed. Through this process, opportunities were identified to strengthen services and help ensure people can access the right support, at the right time, in a way that meets their needs.
Working closely with existing providers, Grand Pacific Health and Shoalhaven Family Medical Centres, COORDINARE developed and implemented a new regional model of care called MyRecovery.
MyRecovery supports people aged 12 years and over who are living with ongoing or complex mental health challenges. The service provides personalised support to help people work towards their recovery goals and improve their overall wellbeing.
Needs identification
Across South Eastern NSW there are significant mental health needs, with approximately 21.1% of people experiencing a mental disorder each year, and many requiring longer term, high intensity support.
In 2025 COORDINARE undertook a review of severe and complex services in South Eastern NSW and identified gaps in access to severe and complex mental health services in some parts of the region, and low utilisation of services in some areas despite high need.
The review also found that there were a cohort of people with severe and complex mental health needs, often with co-occurring substance use and chronic physical conditions, who were not well supported by existing service models.
Co-design
In late 2024 and early 2025 COORDINARE engaged with over 200 individuals to support the development of a new model of care for people in SENSW with severe and complex mental illness.
Phase 1 of these consultations focused on understanding the commissioning context, understanding the current needs and experiences across the region, and opportunities to improve the existing model.
Phase 2 of these consultations focused on validation of findings from phase 1 and exploring potential service options. Feedback was obtained via surveys, one to one interviews and workshops.
After these phases it was determined that the required changes could be achieved within the existing commissioned providers (Grand Pacific Health and Shoalhaven Family Medical Centres). COORDINARE then worked directly with the providers to design and implement the final model of care, now known as MyRecovery.

Outcomes
Shaped by the voices of consumers, carers, providers and community stakeholders, this project identified opportunities to better meet community needs and improve access to support for people living with severe and complex mental health challenges across South Eastern NSW.
Through a collaborative review, co-design process and partnership with existing providers, COORDINARE developed and commissioned MyRecovery, a new recovery-focused model of care that delivers more accessible, person-centred support for people aged 12 years and over with ongoing and complex mental health needs.
Since commencing service delivery in November 2025, COORDINARE's commissioned high-intensity programs have supported 602 people and delivered 6,290 occasions of service, with 83.3% of participants who completed the program experiencing significant improvement in outcomes, demonstrating the positive impact of the redesigned service model.
Following an independent review of COORDINARE's severe and complex mental health services, several opportunities were identified to strengthen access, equity and integration across the region.
the review highlighted the need for improved service accessibility, stronger coordination with other mental health services, a sustainable workforce, and better support for people with diverse and complex needs.
These findings informed the development of the South Eastern NSW MyRecovery Program, a new model of care designed to deliver more connected, equitable and recovery-focused support for people living with severe mental illness.
